Coordinate officials development through clinics & competitions


The Club Official Chair (COC) can be combined with the Club Official Administrator (COC) role.

What the COC Does

  • Coordinates and registers in-person clinics
  • Coordinates officials recruitment for competitions
  • Monitors the progression of officials' development

Virtual clinics continue to be permitted.

1. Getting Access to REMS

Before doing anything else, the COC (and COA, if separate) needs system access.

  1. The Club President and the COC/COA complete and sign the REMS Administrative Access Compliance Declaration
  2. Email the signed form to the Club Registrar, who sets up an COA/COC Admin account.

A club can have multiple COA/COC accounts for different roles — the account's functions are the same regardless of who holds it.

2. Getting Access to LMS Admin

Running clinics requires admin access to the Swimming Canada Education site (LMS), separate from REMS access with separate username/password

3. Hosting an Officials Clinic

Clinics are the core training and evaluation tool for Level 1 and Level 2 officials — instruction, discussion, and Q&A, delivered in person or virtually. The instructor should know the material in advance so the mentor can bring in real examples and past experiences during discussion.

Swim Ontario encourages COCs to co-host clinics and pool resources — collaboration helps get more officials educated and involved across the province.

Materials for instructors

  • Email Officials for the link to the shared Google folder containing PowerPoint presentations, stroke video files, and quiz answer keys.

Running a clinic through the LMS

  1. Add the upcoming clinic (in person or virtual) to the Swimming Canada Education site (LMS). Full steps in the LMS Administrative Guide for COC/COA.
  2. Officials sign up for the clinic directly through their LMS account.
  3. The COC/COA can view the sign-up list and email attendees from the COA LMS account.
  4. After the clinic, the COC/COA marks attendance in the LMS and sends the clinic details to REMS official's profile.

Clinic registration with Swim Ontario: happens automatically once the clinic is approved on the LMS and completed — attendance and details flow through to REMS. No separate registration step.

4. Hosting a Competition

  • The COC works with the Competition Coordinator and Meet Manager to plan the recruitment strategy for officials and volunteers.
  • The COC and Competition Coordinator build and maintain the Officials Grid, and arrange mentoring and on-deck evaluations for each session.

Tools to help build the grid

  • Skills Finder (in CSU) — helps identify which officials have the skills/certifications needed for specific positions.
  • Official Lookup (in CSU) — search for an official's certification and history when filling grid spots.
  • Log in to CSU using the same credentials as the REMS Admin account — no separate account is needed.

5. Officials Progression & Recognition

  • The COA and COC work together with the club's Level 4/5 officials and their Regional Officials Representative (ROR) to monitor development.

Tracking Level 2 & 3 progress via CSU

  • Progress toward Level II and Level III is tracked in the Canadian Swimming Utility (CSU), under its Level II / Level III Pathway Progress submenus.
  • Log in to CSU using the same credentials as the REMS Admin account — no separate account is needed.
  • Recognition items (certification pins, name badges, rule books, polos, etc.) are ordered through the Online Merchandise Order Form. The club is responsible for ordering and distributing Level 1 and 2 certification pins.
